Simple - make them personally accountable. For example, when the head of a quango fucks up, the quango is fined, which means that the taxpayers are actually paying the fine and the head of the quango who fucked up lives to fuck up another day in the sure and certain knowledge there will be no consequences for them.

It’s a ‘quasi-non governmental’ satellite of central government: they’re usually headed by a placeman appointed by a minister, and the constituent members are usually ‘friends and family’ of the establishment and political elite. And a nice little earner it is too.
