Thatās just the way it is - for example, in the case of a CEO of a Health Trust or any other social services department which is funded from public funds fucks up, and their outfit is fined, the fine comes from the funding. And as if that isnāt bizarre enough, if the fine is a substantial one, the CEO will complain that his/her department needs more to keep it running or there will have to be redundancies, and guess where those redundancies will come from? You got it in one - the front-line rank and file workers.

Here I will use an analogy that is a real ongoing issue and debate regarding NFL (American Football League) officiating among its fan base.
As the debate is raging on about the NFL officiating as being pretty horrible and is giving credence to their detractors that the games are being fixed due to questionable calls that are having an impact on the outcome of games being played and that the league refuses to address this issue appropriately. One fan suggested the solution to the problem is to fine officials when they make an egregious call that is wrong. The debate on whether that improves officiating or not can be discussed however the idea that such fines imposed will act as a deterrent in order for officials refereeing games to correctly make calls according to the rules, is what the main objective to such proposals. If such fines are covered by their labor Unions and not by the offending parties being fined themselves then what deterrence will it have that they wonāt continue with their controversial decisions and questionable behaviours?
The point is with such analogies the same question can be applied in your premise that you put forth. In other words it will be more of the same results with people returning with the same grievances as before and thus the cycle continues.
