Submarines(especially nuclear armed ones) do not refuel in port - they are refuelled at sea by navy support craft. This gives them an unlimited range, able to sail ANYWHERE in the world in secret.

One of the charts you posted lists a merchant marine strength of 42 vessels - I can almost guarantee that at least one of them will be a tanker capable of refuelling subs and warships.
