It is, No confirmations in a presidential election year when senate and presidency are held by different parties.

But the nomination and confirmation process for the latest addition to the high court, Justice Brett Kavanaugh, took 89 days total for confirmation. It took 57 days from Kavanaugh’s nomination to his confirmation hearing.
Senate Minority Leader Chuck Schumer, D-N.Y., on Friday night said Ginsburg’s vacancy should not be filled until “we have a new president."
And how many days are left till Nov. 3?
How convenient Ginsburg didn’t die until this Friday.

The cool thing about the Senate is that they can make up their own rules. They can pass a rule saying each Senator gets 10 minutes of questioning and then comes the vote.
