Predicting that Japan would be hit with a large quake and a tsunami at some point was certain to become true at some point simply because of it’s vulnerability and high level of seismic activity.
It had happened in the past, and it will happen again in the future.
The first attack on the twin towers occurred in 93, with the rise of AQ subsequently it was a certainty they’d be attacked again and attacks by aircraft had long been factored in as a possibility.
