Congress passes the budget/appropriations, not the president. The president puts his rubber stamp on oil. Of course Trump could veto all of it and shut down the swamp, not a bad idea.

He needs a majority at least of the electoral college to win again and if the election were held tomorrow between himself and an unnamed democrat he’d lose in a landslide.
At a minimum he’s got to pickup 5 of the purple states in the midwest and two states out of California, Texas, Florida, and New York and there’s no possibility right now of doing that again.
This is a man who can’t even win his own home state.
Without a major change in the purple states where republicans lost terribly this time around he has no chance at all in 2020 without winning all four of the biggest states which is absolutely impossible for any republican much less Trump who is reviled in CA and NY.
Trump vowed to take the job for free but as yet he has not donated his salary back to the Gov’t.

he has donated parts of his salary to various government agencies like the Veteran affairs, Department of Health and Human Services for a public awareness campaign about opioid, the department of interior.
And the education department helping children in STEM camps
I would say that is a man keeping his word, he isnt keeping one cent of his salary. I wonder if Hillary would have done the same seeing that her husband receives a Presidential Pension and they have millions of dollars through their foundation and life long Secret service protection detail.
