I am not really sure how to answer that question in all seriousness. The only deterrent is jail and I am not sure with an already corrupt legal system that much scares people like these. The most they would get is probably a slap on the wrist or probation of some sort. Wholesale changes need to happen to reform every aspect of our government. Its a slow process that is generational. My .02 worth anyway.
