Trump can do absolutely nothing when congress refuses to address the issue as well as refuses to adequately protect the birder as well as fund removal from the US.

Republicans never had a veto proof majority in The Senate so nothing could get through without cooperation from the democrats.
Trump would love that to happen…but without the help of Congress, his hands are tied.
Trump can’t even get the Congress to go work on the infrastructure. But the Democrats are too busy making “We’re Not Trump 2020” as their campaign issue.
Unfortunately only about 30% of republicans are actually conservative which makes it all but impossible.
