There was no stand down order and Cheney had no authority to issue one. This lie has been floating around the conspiracy blogs for over 17 years.
All requests for the military to intervene in a hijacking have to go directly to the Secretary of Defense and no one in the military can act without his/her giving the order.
There was no standing order to shoot civilian aircraft down over DC or NY.

No Cheney didn’t order a stand down but he had the opportunity to order a shoot down and wouldn’t - so same thing really
Cheney sat and watched the plane coming at the Pentagon, and declined to give a clear shoot-down order.
Only two people could have given the shootdown order, the POTUS and the Secretary of Defense.
They had nothing to go on prior to either plane striking the twin towers and pentagon other than confusion.
It is a lie that no ■■■■ died in those attacks and it’s a lie to claim Cheney gave a stand down order but you’ll say or do anything to justify your hatred of ■■■■■
The fact is the first attack happened so early that most of the people working a the WTC"s never made it to work that day which is why the casualty numbers were so low. Over 100,000 people were employed there and most never made it because after the first strike all of the traffic was shutdown to allow the emergency personnel access to the roadways.

Each of the building’s floors is constructed of steel I beams that have been bolted, riveted, and/or welded to the interior and exterior framework of even larger steel I Beams.
All of the load bearing walls on the twin towers were the exterior walls and the floors poured individually with minimal internal support. Once the first two floors fell due to the weakening of the steel supporting them pancaking was inevitable, imminent, and immediate.
