Apparently, it never occurred to him women don’t want him in their personal space, sniffing their hair or caressing their shoulders uninvited. Nor do the secret service want to be in his presence while he swims naked.
If he is that dense about the most basic of boundaries, it isn’t a very far leap to make that he is just as clueless about empowerment or preventing abuse.
