It says mexico will make a payment…not mexico will pay for the wall through trade or what not.
The point is that many ideas have been floated, including trade. The PDF was put together within that framework.
The key is that Trump continues to boast that Mexico will pay for the wall in some form or fashion. At the end of Trump’s presidency we will see whether or not that turns out to be the case.
Speculation on both of our parts as to how this will play out, is just that.

If Trump signs this bill… we know that the “wall” is being directly paid for by us taxpayers. Not Mexico.

I had an accident a few years ago. I had alot of expenses. I paid them. The other driver didnt… at first. But later I got reimbursed by the other driver. She did not want to reimburse me. But she did.

Your analogy is poor.
First… if you paid, you paid with the expectation… in writing, that you would be reimbursed by the other insurance company.
Second are you saying that Mexico will reimburse us for the “wall” we pay for? If so, where is the language stating that they are going to reimburse us?
