No. It was not terrorism.

That was more a borderline act of war. Cuba, being a sovereign country, aligned politically with the USSR via their shared love of Communism. The Soviets decided to deploy ballistic missles there and that is when the fun started. People likely felt terror but it wasn’t an act of terror as we know it.

It was more saber rattling and chest pounding. Had they shot a missile at us, likely half of Cuba would have shortly thereafter disappeared.
