Some were concrete or combination of concrete and masonry, some were wooden.
The more permanent the camp was intended to be the more likely to be built out of concrete and/or masonry.
There was no reason to make them all permanent as later in the war when fuel was at a premium it was easier and more efficient to kill them locally instead of taking away precious rail and truck transports from the war effort not to mention Hitler was essentially out of fuel after late 42 because they could no longer produce enough to keep up with even minimal demand to maintain his offensives.
