As for the Minsk agreements, it was Germanyās Merkel and Franceās Hollande, the āmediators,ā who were very deceptive and later admitted that their intetion was to deceive Russia and to build up the Ukrainian military using the time gained by the ceasefire.
It is not clear what roles the US and UK played who were definitely behind the deception by Merkel and Hollande.
