The chip is attached to each prefilled vial of vaccine at the time of manufacture. It is scanned at the time of the vaccination and discarded with the expended vial as medical waste. It merely makes a record of which vial was used.
That enables data regarding the date of manufacture, vaccine type, vaccine dosage, date of injection and whatever else is important to retain in the way of information.
