Obama hired or had selected for him long time Washington DC insider John Podesta whose resume includes time as a super lobbyist, director of the Soros funded Center for American Progress and Clinton chief of staff, to manage his transition to the WH. Podesta had the advantages of unconditional support from the Democrat establishment as well the radical Leftist factions within the party.
Following tradition Bush appointees resigned in mass clearing the way for new appointments. The Republican minority in the Senate didn’t resort to every parliamentary maneuver such as requiring the maximum hours of debate even for noncontroversial appointments.
When he came into office Trump had to contend with Resistance dead enders like acting AG Sally Yates an Obama holdover who refused to resign and openly defied Trump’s immigration policy reforms. She became a hero to the Resistance for her partisan sabotage of a duly elected President. 
And yet, other Trump officials have corroborated the whistleblowers complaints in both open and closed testimony…
