The Russians do good to maintain 30% readiness. They have good engineers and scientists but their manufacturing and high tech stuff is crap and always has been.

Well I think that is debatable in terms of what they produce and certainly I agree about the avoidance of war part. The same can be said about China too! The main reason has more to do with the cost of it more than anything. Did you know that Russia just recently paid off its remaining debt?
