Bingo! That there is the problem and why election fraud has occured not to mention the electronic voting systems and broken chain of custody.

Needed a utility bill to prove residency for my Drivers license. I registered to vote by mail from the form I picked up at the DMV. Both forms required me to check the box, I am a US citizen.
I registered for mail in ballots from the mail in application sent to my home by the county clerk.

Went to the DMV. Needed a birth certificate or visa for a drivers license and a bank statement and utility bill (2 official documents from the mail) to prove residency.
I register to vote, required a Drivers license as well as proof of citizenship.
And prohibit or outlaw ballot harvesting! And an ID will not matter if the electronic machine and chain of custody issue isn’t resolved!
